Problema Lyric GSM y Elastix

Buenos días Sres. Los molesto con este problema.

Tengo dos Lyric GSM en un red, conectados con un elastix 2.4.

Me están presentando muchos problemas para establecer llamadas ya que la respuesta de mis llamadas son mayormente las siguientes:

-- Got SIP response 503 "Service Unavailable" back from 192.168.1.214:5060
-- SIP/lyric214_to-00000e98 is circuit-busy

-- Called SIP/lyric214_to/2299394902
-- Got SIP response 486 "Busy Here" back from 192.168.1.214:5060
-- SIP/lyric214_to-00000e8d is busy
== Everyone is busy/congested at this time (1:1/0/0)

-- Got SIP response 486 "Busy Here" back from 192.168.1.214:5060
-- SIP/lyric214_to-0000001f is busy
== Everyone is busy/congested at this time (1:0/1/0)

No sé a que se deba esa respuesta ya cambie las configuración tanto en el elastix como en los GSM y la respuesta es la misma, tenia el firmware de default 1.015 y lo actualice al 1.020 sin ninguna ganancia.
